The Communist Party surrenders its monopoly

The Congress of People's Deputies strikes Article 6 — the Party's constitutional 'leading role' — from the Soviet constitution, and creates an executive presidency for Gorbachev in its place. After seventy-two years, the one-party state is legally over; the state itself has twenty-one months left.
