Europe agrees not to intervene

Twenty-seven nations join the London Non-Intervention Committee — which Germany and Italy sign while running guns and squadrons to Franco, and which Britain and France largely honour. The Republic, lawfully elected, can buy arms only from Stalin, at a price political as well as gold.
