A New Zealand steamer with sick passengers is allowed to dock at Apia without quarantine, and within two months influenza kills 8,500 people — twenty-two per cent of Western Samoa. Forty miles away, American Samoa enforces a strict quarantine and loses no one: the pandemic's starkest natural experiment.
