Thirty-two heads of state meet at Addis Ababa and split the difference between Nkrumah's United States of Africa and the gradualists: a union of sovereign states, sworn to complete the continent's liberation — and, fatefully, to respect the colonial borders as drawn. Africa Day marks the founding; the African Union is its successor.
