Holding up a model vial of anthrax before the Security Council, the most trusted man in the administration lays out the intelligence case that Iraq hides weapons of mass destruction. None are ever found; the sources collapse one by one. Powell later calls the speech a 'blot' that 'will always be part of my record' — and it becomes the era's shorthand for intelligence bent to a decision already made.
