In a seven-minute television address, Kennedy reveals the Soviet missiles in Cuba to the world, announces a naval quarantine of the island, and warns that any missile launched from Cuba will bring 'a full retaliatory response upon the Soviet Union'. US forces go to DEFCON 3.
