When Milošević refuses to accept an election he lost, half a million Serbs converge on Belgrade, a bulldozer leads the storming of parliament, and the police stand aside. Within a year the man who lit the Yugoslav fires is in The Hague — the first head of state ever delivered to an international court by his own people.
