The third poll tax

To fund a failing French war, Parliament grants a third poll tax in four years — a shilling a head, three days' wages, from every adult rich or poor alike. Evasion is massive; a third of the taxpayers of 1377 simply vanish from the rolls. The commissions sent out to find them in the spring light the fuse.
