Khrushchev resolves to send missiles to Cuba

Strolling the Black Sea shore in Bulgaria, Khrushchev conceives his answer to America's Jupiter missiles in Turkey and to a feared invasion of Cuba: put Soviet nuclear missiles on the island, secretly, and present Washington with a fait accompli. The Presidium ratifies the plan — Operation Anadyr — on 10 June.
