Kennedy lifts the quarantine of Cuba

After three more weeks of wrangling over the Il-28 bombers still in Cuba, Khrushchev agrees to withdraw those too; Kennedy announces the end of the naval quarantine the same evening and SAC steps down from DEFCON 2. The Cuban Missile Crisis's long tail finally ends.
