With the fleet destroyed in Sicily and the treasury empty, oligarchic conspirators overthrow the Athenian democracy itself — the Four Hundred rule by terror for four months before their own moderates replace them with a broader oligarchy; democracy returns the following year. The first democracy has learned it can die from within as well as without.
