Tang buys back its capitals

To retake Chang'an and Luoyang the dynasty hires the Uyghur khaganate's cavalry — at the agreed price of the cities' silk and the right to plunder Luoyang, which the Uyghurs collect twice. The capitals are Tang again, but the empire now pays tribute to its rescuers and hands its frontiers to warlord governors: the price of survival is the empire itself.
